So I missed the Old Rod back in Dewford. I went all the way back there (with some help from Mr. Briney, and talked to the Fisherman who gave me the rod. I went back to the Slateport beach, and decided to fish there. Since I hadn't encountered any wild Pokemon there, this would provide me with my next opportunity to add a new Pokemon to the team.
I also remembered how horrible fishing was in the RuSaEm games.
Anyway, I got a bite, and I encountered... ...Ah, who am I kidding? There's no mystery here. I found a Magikarp. I named it Nigel. I deposited Hanna to make room for it on the team.
After this, it was grinding time. I trained the entire team around Mauville, battling the various trainers, and then when I ran out of them, battled through dozens upon dozens of wild Pokemon, and these are the results of my training:

Hotblazer, Level 24
Gluttony, Level 26
Todd, Level 23
Sounder, Level 20
Ziggy, Level 20
Nigel, Level 20So yeah, no actual progress, but next, after a bit more training, I'm going to take on the Mauville Gym. Wish I had some Ground-type Pokemon, or at least a Ground-type move to make it easier. I guess Hotblazer, Todd, and Gluttony are going to be my star players here.
Nigel also needs a better moveset, since it has Tackle, Bite, and Splash right now. But there's nothing I can do about it at this point aside from leveling it up.
